Electric vehicles are as few and far between in NorthwestIndiana as the charging stations that power them. 

But environmental advocates and the Northern Indiana PublicService Co. are prepping for time when greener vehicles will be onregion roadways.

NIPSCO filed an application with the state’s utility regulatorin April to provide incentives for early adopters who installresidential charging stations, offer free off-peak home chargingfor three years, and install public charging stations around itsservice territory.

The utility is trying to get a handle on the potential growth ofelectric vehicles within Northwest Indiana that has alreadyhappened in areas in California, Illinois and new York.

“We want to craft and design a program that not only createsstimulus for economic development but a program that’s ultimatelygoing to improve the local environment,” said NIPSCO spokesman NickMeyer.

Under the initial plan, which is subject to change pendingIndiana Utility Regulatory Commission approval, vouchers up to$1,650 would be available for the first 250 residential customersto buy and install 240-volt charging stations at theirresidences. For a period of three years, any customer who installsa separate meter at their home for vehicle charging could powertheir cars for free between 10 p.m. and 6 a.m. Without the voucher,NIPSCO said the cost of installing a meter could be about $550.

The Merrillville-based utility wants a third party to complete astudy by early 2012 to identify habits of electric vehicle driversand the best locations for charging stations, Meyer said. Afterthat, the utility would locate 10 public charging stations that arepowered by renewable energy sources around the region. The utilityis still determining whether the public stations would be free orhave a nominal charge per use.

The second phase of the program could include NIPSCO providingmatching grants to entice public or private entities to installvehicle charging stations or attract green technology businesses tothe area. With the utility anticipating spending about $3 millionover the two program phases, Meyer said NIPSCO is looking toprovide an economic stimulus for the area.

John Gartner, research director of Boulder, Colo.-based PikeResearch, said NIPSCO’s proposal is “progressive” and unique fromwhat other utilities around the country are doing. He said some ofthe larger utilities are working on identifying best practices increating programs to serve as a blueprint for smaller companies orthose that haven’t yet developed programs.

The investments being made are a component of NIPSCO’s pledge toimprove its environmental profile as a result of a Januarysettlement with the U.S. Environmental Protection Agency over CleanAir Act violations.

Environmental groups and NIPSCO don’t always agree on issues,but Steve Francis, Indiana chapter chairman of the Sierra Club,praised the utility’s leadership in promoting the vehicleinfrastructure program.

“The more that we have utilities actually involved in providingthese kinds of innovations from a customer or business perspective,the more we will be known for innovative thinking and technology,”Francis said. “And that’s what’s going to be key driving the jobspicture in the industry going forward.”

Michigan City Sierra Club organizer Virginia Shannon said theelectric vehicle program, in addition to NIPSCO’s net metering andfeed-in tariff programs, are steps toward securing a viable cleanenergy future.

The Indiana Utility Regulatory Commission is hosting its nextpublic meeting on NIPSCO’s petition Nov. 30 in Indianapolis.

Remember $4 gasoline?

It was just last May that gasoline soared to an average price of $4 per gallon across all U.S. markets, with even the cheapest pumps showing prices of $3.50 or more.

What a difference a few months makes.

Gasoline has now fallen below $3 a gallon in a handful of areas, including parts of Texas, Missouri, and Michigan.

And the median gas price among all 50 states–it varies considerably, depending on what state you live in–works out to $3.53 as of this morning.

The decline in fuel costs is due to plummeting crude-oil prices, resulting from concerns over the potential for another recession in the U.S. and European economies. Oil has fallen below $80 a barrel, dropping 9 percent last week alone.

That’s a 30-percent decline over the peak cost of $113.93 in late April, and its impact hasn’t fully rippled through the retail gas prices drivers see on their local pumps. some analysts say average gas prices could fall another quarter, to $3.25 per gallon, by Thanksgiving.

But don’t get too complacent. The Associated Press quoted a projection from investment bank Goldman Sachs that oil could rise back to $120 a barrel within six months, seesawing gasoline prices right back up to that $4/gallon average.

Some data seems to indicate that consumers are more likely to buy a car with higher gas mileage not based on gas prices, but on the frequency and velocity of price changes.

In other words, the more prices seesaw–even if they drop as they’ve done lately–the warier it makes car buyers, and the more likely they are to protect themselves by choosing a car with better fuel efficiency.

For those of you who yearn for the days of $4 gasoline, rest assured it can still be found in one state: Hawaii, where all gasoline has to be shipped into the state’s islands from refineries elsewhere.

In the Aloha State, the average price of a gallon of gasoline is roughly $4.25. That’s more than a dollar higher than South Carolina, which has the cheapest state average gas price this week.

The priciest gas in the 48 continental U.S. states is in California, where fuel costs are still just a hair under the $4/gallon mark.

Drayson, a multimillionaire businessman and former U.K. defense minister, is one of those at the forefront of electric race car enthusiasts. He is putting his money where his mouth is and hoping to spark interest in the younger generation by making the currently geeky attractive to a general audience.

Geeky looms as a big problem. Electric cars are being sold in the United States, but they haven’t exactly roared out of the showrooms. so far, sales here in England could be described as a non-event. the Society of Motor Manufacturers and Traders said last month that just 812 buyers had taken up the £5,000 ($7,843) incentive for buying a plug-in car that the government started this year.

Yet tire kickers abound. “We have had lots of interest from a whole range of people — companies, early adopters and even ordinary individuals — we will have to see how it translates into actual sales,” Alistair Rhead, electric vehicle manager for Mitsubishi Motors, told ClimateWire.

This, according to Drayson, is where electric car racing must step in. His company is developing an electric race car with Lola Cars International ltd., a British racing car engineering firm.

In his mind’s eye, Drayson can already see the crowds and hear the whoosh of fast cars that don’t have the stadium-rattling throb of stock cars or banshee-like howls of Formula one racers.

“The electric car technology that is available, just over the last year, has got to the point where you can now build an electric car that will race very effectively and would be a very exciting car to drive and to race. Top speed over 200 mph, length of race 20 minutes, 1.5-mile circuit — a Monaco-type circuit,” he said. “That will start to pack them in.”

Technological innovation in the consumer car market has often been driven by the advances in auto racing, where parts are tested under extreme conditions, often to the point of destruction. “Turbochargers, active suspension, ABS, disc brakes, even the rearview mirror was invented through motor sport,” Drayson explained.

Getting traction for a different car

“The problem that the electric car industry has got is that unless people start racing electric cars, that process of innovation will not apply to the electric car.”

Because they can out-accelerate all but the fastest conventional race cars, electric cars have been taking trophies at drag racing events in the United States. But Drayson says the cars cannot simply — at least not yet — be put on the starting line at regular race tracks alongside conventional race cars. They are radically different animals and therefore demand that racing conditions be adapted accordingly.

Drayson pointed out that for three consecutive years, the world’s first electric superbikes have been racing at the annual TT motorcycle road races on the United Kingdom’s Isle of Man. there, top performance bikes and daredevil riders scream around the island at average speeds of close to 130 mph and top speeds well above that.

Electric bikes have had mixed results, but they are getting close to winning a prize for averaging 100 mph on the course. Drayson thinks the setting has to be different to draw the fans’ attention to the more silent electrics.

“It is no good taking electric racing to the Isle of Man TT — the cradle of hard-core motorbike racing. you can’t graft it on. you have to create a completely different type of event. It is no good turning up with an electric car at a Formula one race. you have got to create your own series, your own race,” said Drayson.

Taking its cue, the Paris-based international automobile association FIA, motor sport’s governing body, has called for tenders to hold for an initial period of three years from 2013 the world’s first Formula E championship for electric race cars.

Racing fans get older

According to Drayson, the pressure for this is coming not only from the car industry but from the motor sport lobby itself, which, while seeing healthy and growing audiences at the traditional fossil-fueled races, is also seeing the age profile of those audiences rising steadily.

Known more for its role in water and less for its real world applications, hydrogen proved to be the driving force, literally, behind last week’s Hydrogen Car Auction.

TigerGen I, the first generation hydrogen-powered car retired from the public eye and was sold for $3,650 to a private bidder after a week-long auction. the car had previously participated in the 2008 North American Solar Challenge as a demonstration vehicle and had been shown at public events.

“TigerGen I was our first attempt at a hydrogen vehicle,” TigerGen team President Victoria Hezel said. “It was built to look like many of the solar cars, as that was the design the team was familiar with at the time.”

The car, which went into production in 2006, took three years and extensive planning from a team of mechanical and electrical engineering students, computer science students and business students to complete.

“This gives students a really good idea of the reality of their education when they (have to) apply it to the design and building of the vehicle,” faculty adviser Richard Whelove said. “Plus, this is a multidisciplinary team. these are just wonderful projects for them.”

A drastic switch from the usual construction of solar powered cars, TigerGen I was the direct result of the end of the North American Solar Challenge, a competition the team prepared for and participated in every two years.

“The event more or less ran its course,” Whelove said. “So we were always thinking that instead of just the solar car, they would write new rules for new fuel sources. We built TigerGen I thinking that they may open up a new category for hydrogen fuel cells, but they didn’t. We stayed with that idea and found a different competition to go to.”

The successful switch not only led to the development of TigerGen I, but its descendants, TigerGen II and TigerGen III, all hydrogen powered vehicles.

“We design and build these cars to race and showcase to the general public,” Hezel said. “Up until recently, we continued to show this car, so we did not attempt to sell it until this fall. We decided to sell TigerGen I as we now have TigerGen II and are currently building TigerGen III to race this spring in the Shell Eco-Marathon Americas.”

The profit from TigerGen I will funnel directly back into the organization to help fund future cars and competitions.

“Some of the parts were removed from the car, but considering the price of the carbon fibers used and the hydrogen tank that is inside of the car, I think it’s a bargain at the very least,” Chemical Team leader Chad able said. “This is the first time we sold one of our cars. I believe it was a success, we can use the money for our cars in the future to make them better.”

Believe it or not, the first Porsche electric car was created in 1900. it was a collaboration between Porsche and Lohner, two unknown car engineers who gained international acclaim because of their accomplishments. Porsche also went on to create the world’s first gas/electric hybrid.

For many reasons, most of them political, the electric car did not take off. it faded into the background and was overshadowed by gas-powered cars for the next century. In recent years, a resurgence of interest in electric cars has encouraged the Porsche company (and others as well) to pursue electric cars.

In 2010, Porsche unveiled its jaw-dropping 918 Spyder concept, the first-ever plug-in hybrid. this green car boasts 78 miles per gallon and very low CO2 emissions. it has options that allow drivers to choose how they would like to power the car: electricity, gas, or both.

In 2011, Porsche followed up the Spyder concept with the Boxster-E, a completely electric concept that gets at least 100 miles per charge. the good news is that this car will have no emissions. (That is music to the Environmental Protection Agency’s ears.) the bad news is that this concept is just that: a concept. Porsche has released no timeline for the official commercial release of this car. Customers will probably have to wait a considerable while to make this purchase.

However, when the Boxster-E does make it to the market, it is sure to please. it looks like an actual sports car, can reach speeds of 124 miles per hour, has two engines (one in front and one in the rear), is all-wheel drive, has 241 horsepower, and can go 0-60 in 5.3 seconds. though gas-lovers are skeptical of its performance, Porsche has officially announced that the Boxster-E is equivalent to the Boxster S in terms of driving dynamics. Of course, the real reviews will not come in until the car is available.

The secret of the Boxster-E is its battery. it operates on a rechargeable 29 kWh lithium-iron-phosphate battery. At this point, the only drawback is that the battery takes nine hours to recharge. though this fueling option is free, it is much less convenient than a five-minute trip to the nearest gas station. For anyone who drives under 100 miles a day, an overnight charge would not present a problem in most cases, but for those who travel long distances regularly, the long recharge time is limiting and extremely inconvenient. Charging limitations considered, Porsche’s Boxster-E is still a very big and necessary step in the right direction, and the charging problem will probably be reduced (or perhaps completely eliminated) by the time it reaches the mass market. until then, hybrid options are currently available and will have to suffice for now.

When the 64th Frankfurt Motor Show opens Saturday, some 50 automakers and specialty builders will begin unwrapping upward of 100 new models for the public.

The numbers are not only impressive — they are significant.

Why? well, if the sheer volume of vehicles introduced at various auto shows around the world in recent years is a telling indicator, it would seem that the axis of the industry has shifted.

Until about 2008, when the worldwide economy started to sour, the North American International Auto Show in Detroit was asserting its role as the must-see of all industry salons. But the retreat in domestic car sales changed the stature of Detroit’s show — and the enthusiasm of the automakers that support it financially.

“I don’t know that the momentum or power has shifted from Detroit to Europe as much as it’s just shifted all over the world,” said Rebecca Lindland, director for automotive research at IHS Global Insight.

She noted that when the schedules of the new York and Shanghai shows conflicted this year, many senior executives skipped the American event and headed to China instead.

The Detroit show’s stature was unavoidably damaged by the bankruptcies of Chrysler Group LLC and General Motors co.

Ford Motor co. and GM already had scaled back operations, shedding their internationals brands — Aston Martin, Jaguar, Land Rover, Saab, and Volvo — and domestic nameplates such as Saturn, Pontiac, Hummer, and Mercury also disappeared.

As new models introduced in Detroit dwindled to a few dozen, 80 to 100 debutantes seem to have become the norm at shows in Geneva, Paris, and Frankfurt.

The China Auto Show, which alternates between Beijing and Shanghai, is also increasing in size and significance.

The Americans, with the possible exception of Ford, would appear to have less to show the motoring world.

While Ford has an important design study, the Evos, to introduce, Chrysler has only a high-horsepower Jeep Grand Cherokee SRT 8 to promote in Frankfurt. GM will show a European version of the Chevrolet Malibu, and its German subsidiary, Opel, will offer a design study.

That is in stark contrast to European automakers, particularly the Germans, who have so much to show this year that they outgrew the sprawling Messe Frankfurt convention center and its 3.6 million square feet of exhibition space.

A look at what the automakers of other countries are presenting — or not presenting — in Frankfurt is instructive:

Audi, Volkswagen, Mercedes-Benz, and Fiat will represent Europe well.

Japanese automakers seem to be in a bit of a retreat in Europe, and to some degree, they may be holding back vehicles for the Tokyo Motor Show in December. Nissan, Mitsubishi, and Suzuki are not officially introducing vehicles here. Toyota is presenting new Prius variations, Lexus a new GS hybrid and F Sport model, and Mazda its new CX-5 compact crossover.

Korea’s Kia is showing a four-door coupe concept, expected to be named the Veredus; Hyundai will take the wraps off the new i30, roughly equivalent to the Elantra, and two other models.

China is represented only by Chang-an, which hopes to spark European interest in a small sedan called the C201. Europe has proved to be an especially resistant market for the Chinese.

That willingness to spend on innovation has allowed Volkswagen to spread fuel-efficient technology across its lineup and develop the completely redesigned 2012 Volkswagen Passat and 2012 VW Beetle.

Volkswagen spent $9.2 billion dollars last year in research and development, according to Autoline Detroit. in comparison, Honda spent almost $5.7 billion last year and General Motors had a research and development budget just south of $7 billion. The results of those billions of dollars in spending can be seen at Volkswagen dealerships, where the vehicles, many of which feature Volkswagen’s innovative TDI clean Diesel engines, are the direct result of years of research and development.

“Volkswagen doesn’t design their vehicles on a budget,” said Jason Thompson, general manager of Quirk Volkswagen, a Greater Boston Volkswagen dealership. “Every system, every part, they each get as much attention as is needed to make it right. That’s what gives Volkswagens their reputation for quality and engineering excellence.”

The development of advanced technology has paid big dividends for Volkswagen this year, as sales in the United States have risen 22.2 percent year-over-year through July. Those numbers should continue to rise as the 2012 Passat, which debuted in July, picks up sales momentum. this fall, Volkswagen’s sales should be bolstered further by the arrival of the 21st Century Beetle.

Kelley Blue Book’s kbb.com put the VW Golf TDI on its 2011 top 10 Green Cars list, noting the vehicle’s impressive mix of fuel efficiency and fun-to-drive handling. The Golf TDI makes use of Volkswagen’s 2.0-liter turbocharged diesel engine, which produces 140 horsepower and 236 pound-feet of torque. Those numbers allow the vehicle to accelerate like a performance hatchback while returning up to 42 mpg on the highway and 30 mpg in the city. That fuel efficiency, combined with the Golf TDI’s 14.5-gallon fuel tank, provide a highway cruising range of more than 600 miles, which means more time driving and less time pumping fuel.

“If you spend more, you get more, and Volkswagen customers are getting a lot, whether it is a roomier, feature-filled Passat or TDI engines that allow for fun, fuel-efficient driving,” Thompson noted. “In this case though, Volkswagen is the one doing the spending, while the consumer is the one benefiting from their hard work. No matter how you cut it, that’s good news for Volkswagen buyers.”
